Facilitating Base Services Charge Process Design
Common Spark and Resource Innovations are leading the facilitation and research for the Income-Graduated Fixed Charge Income Verification Process Working Group in California. This Working Group is borne from Track A of the CPUC’s Demand Flexibility Rulemaking (R.22-07-005), which fulfills AB 205 requirements to modify the structure of California residential customers bills by shifting a portion of fixed costs from volumetric rates to a separate, fixed amount on bills, to be differentiated by income.
Common Spark is the lead facilitator for this highly technical Process Working Group, overseeing all work related to the facilitation of the project. Common Spark is also closely involved in the research and content development of the Working Group.
