Yue comes to Common Spark with experience spanning clean energy policy, regulatory proceedings, environmental review, and community benefits strategy. She has led campaigns across California and nationally focused on offshore wind, battery storage, and industrial decarbonization, working at the intersection of policy, clean energy development, and community priorities. Yue has built coalitions across labor, environmental, and community organizations, translating complex regulatory landscapes into effective advocacy and campaign strategies. Her experience includes engagement in legislative and agency proceedings, policy research and analysis, and negotiating community benefit commitments to help ensure clean energy investments deliver meaningful local outcomes.

Yue holds a Master of Urban and Regional Planning from UCLA and a B.A. in Environmental Studies from UC Santa Barbara.

Yue approaches her work with the belief that durable policy solutions require both technical rigor and meaningful community engagement. She enjoys translating complex policy and regulatory issues into accessible strategies, building alignment among diverse partners, and helping communities navigate decision making processes that shape their future. Delivering tangible benefits for the people and places affected by infrastructure investments is central to her approach to equitable clean energy development.

Outside of work, Yue enjoys slow mornings with a good cup of coffee, soaking up the sunshine, and perfecting her handstand practice.
